The creation and implementation of the plan developed in multiple phases. The following summarizes the efforts and accomplishments in each phase.
Phase I
Phase I developed the 2003 Statewide Bicycle and Pedestrian Plan, which included development of a Statewide Bicycle Network, and recommendations on programs that will improve bicycle and pedestrian safety on Arizona highways.
Phase II
Phase II initiated implementation of the Plan developed in Phase I. It included the following:
- Statewide Bicycle User Map
- Bicycle Share the Road Guide
- Sharing the Road with Pedestrians Guide
- Arizona Bicycling Street Smarts
- Website enhancements
- Grant and Funding Plan
- Education Plan
- Pedestrian Action Plan
Phases III, IV, and V
Continued implementation of the 2003 Plan.
Other ADOT Bicycle and Pedestrian Program accomplishments include the following:
- ADOT is nearing completion of the ADOT Bicycle Safety Action Plan (BSAP). The BSAP identified high priority locations to improve bicycling safety as well as education and enforcement programs.
- In 2009, ADOT completed the Pedestrian Safety Action Plan (PSAP). The PSAP identified high pedestrian crash locations and identified countermeasure projects and costs for each location.
- In 2009, ADOT sponsored two “Laying the Foundation for Complete Streets” training courses. Representatives from ADOT, local city, county, Metropolitan Planning Organizations (MPO), and councils of government (COG) participated. A follow-up training course, “Complete Streets Policy Development,” was held in September 2009 with the ADOT leadership team.
- In 2009, Arizona earned a Bronze Bicycle Friendly State rating from the League of American Bicyclists (LAB).
- In 2006 and 2007, ADOT worked closely with stakeholders to develop a statewide bicycle and pedestrian safety awareness campaign (pilot of the program was in Sedona, Cottonwood, and Clarkdale). The main campaign message is “Roll-Models” — safety tips for bicyclists, pedestrians, and motorists. A follow-up media campaign was conducted in 2009.
